FCC Report: Cable & DSL customers get half advertised speed

The FCC has come out in their annual broadband report saying that internet users are only receiving 50% of the speed they thought was promised by their ISPs.

The overall mean and median of actual download speeds are significantly less than advertised.“In 2009, U.S residential consumers subscribed to broadbandconnections across a range of technologies, with average (mean) and median advertised download speedsof 7–8 Mbps. However, FCC analysis shows that the median actual speed…was roughly 3 Mbps, while the average (mean) actual speed was approximately 4 Mbps. Therefore actual download speeds experienced by U.S. consumers appear to lag advertised speeds by roughly 50%.
“The actual speed that consumers experience influences their ability to access and utilize applications and content. The most commonly cited speed for broadband connections is the maximum advertised speed. But maximum advertised speed does not take into account congestion or degradation of service over the connection line. This metric also does not account for performance degradation due to user devices (i.e., slow- or low performing computers, under-functioning wired and wireless home routers, etc.) or the performance of websites and applications, all of which are typically outside of the control of the ISP. Yet this “up to” speed is commonly the only metric that can be used to compare the speeds of different broadband offerings.
The “up to” speed, however, does not provide an accurate measure of likely end-user broadband experience. That experience depends on multiple factors, including the actual speed that consumers realize, taking into account the impact of network congestion; and other metrics like the availability of the network, latency, jitter and packet loss” (12-13).
When you see an advertisement or commercial from an ISP that says “up to” 7 Mbps, what it is really saying is that under optimum conditions you could achieve that speed. That measuring fools people into thinking that they will get that speed all of the time. The internet is not immune from rush hours. Just like commute traffic in the mornings and evenings, internet traffic peaks at certain times and congestion is created. You could drive down the freeway at 3 am and not hit any traffic. That is when you would possibly be able to download at 7Mbps. When other users are on the internet, including those inside of your own office, congestion picks up and that speed will never be achieved.
